Are things "better"? I suppose one could make the case that things have improved incrementally over time, but it's tough to say how much direct influence the EC chapter has had on things (and the subsequent "peeling off" of the Life Safety and Emergency Management chapters). Clearly, the healthcare environment is significantly different than 20 years ago, both in terms of the inherent risks and the resources available to manage those risks.
