The controversial officer that was seen on video forcibly handcuffing a nurse in July has been fired by the Salt Lake City Police Department.

As reported previously, body-cam footage surfaced of detective Jeff Payne forcibly arresting nurse Alex Wubbels for refusing to let the officer draw blood from an unconscious patient without a warrant. An internal affairs report released in September found that both officers in the video were in violation of department policy, prompting Salt Lake City Police Chief Mike Brown to take action.

In his “notice of decision” letter, Brown stated that the two officers failed to treat all citizens equally with courtesy, consideration and dignity,” and wrote that the officers’ actions were inappropriate and “demonstrated extremely poor professional judgement.”

Detective Payne has been relieved of his duties, and the second officer, Lt. James Tracey, was disciplined by demoting him to the rank of officer.
