Are ½ side rails used for positioning purposes considered restraints?

Q: A lot of our rehab patients use ½ side rails to help move themselves in bed or for support to get out of bed. However, they cannot put the side rails down by themselves. Would these side rails be considered restraints under the MDS 3.0?
