The 2016 OPPS proposed rule is likely to continue CMS' trend of expanded packaging and feature refinements and expansion of comprehensive APCs based on comments CMS has made in prior rules.
One topic providers can definitely plan to see discussed is payments for short inpatient hospital stays and long outpatient observation stays. CMS has continued to tweak this policy since introducing the 2-midnight rule in the 2014 IPPS rule.
The 2-midnight rule established a benchmark that stays expected to cross at least two midnights would generally be considered inpatient, while stays expected to last less than two midnights would generally be considered outpatient.
