Despite its apparently straightforward definition, modifier -59 (distinct procedural service) in the CPT® Manual can be deceptively difficult to append properly.

Modifier -59 is really the modifier of "last resort," according to Sarah Goodman, MBA, CHCAF, CPC-H, CCP, FCS, president, CEO, and principal consultant for SLG, Inc., of Raleigh, N.C. Goodman and Susan E. Garrison, CHCA, CHCAS, CCS-P, CHC, PCS, FCS, CPAR, CPC, CPC-H, executive vice ­president of Healthcare Consulting Services at Med Law Advisors in Atlanta, discussed the correct use of modifier -59 during the HCPro webcast, "Outpatient Coding Edits: Learn the Logic Behind the Edits."
