Standardizing the standard - Phase 1 update

On July 9, CMS issued a change request to re-insert BR7910.2 as a business requirement and to add the related attachment back, making a total of four attachments. All other information remains the same.

Effective date: January 1, 2013

Implementation date: January 7, 2013 (Analysis and Design for FISS, MCS, and VMS); April 1, 2013 (Full Implementation for FISS and MCS, Analysis and Design for VMS); July 1, 2013 (Analysis and Design for VMS); October 7, 2013 (Analysis and Design for VMS); January 6, 2014 (Full Implementation for VMS).

New interest rate for Medicare overpayments and underpayments – Fourth quarter notification for FY2013

Medicare Regulation 42 CFR 405.378 provides for the charging and payment of interest on overpayments and underpayments to Medicare providers. The Secretary of Treasury certifies an interest rate quarterly. The Secretary uses the most comprehensive data available on consumer interest rates to determine the certified rate. Interest is assessed on delinquent debts in order to protect the Medicare Trust Funds. The attached Recurring Update Notification applies to Chapter 3, Section 10.

Type of Service (TOS) corrections

On July 12, CMS issued a transmittal to correct several type of service (TOS) inconsistencies that were not in the Annual 2013 TOS update (Change Request 8082, Transmittal 2598).

Effective date: January 1, 2013
Implementation date: October 7, 2013

OIG issues advisory opinion on fire protection district policy

On July 9, the OIG issued an advisory opinion regarding a fire protection district’s policy of billing only individuals who reside outside the fire protection district for emergency medical services.
