CMS releases 2013 third quarter interest rate for Medicare over-and-underpayments

On April 11, CMS released a notice of a new interest rate for Medicare overpayments and underpayments for the 3rd quarter of 2013.

CMS issues transmittal explaining recovery of AWV overpayments
On April 11, CMS released a transmittal which provides instructions for recovery of Annual Wellness Visit (AWV) overpayments.

CMS issues update for CARC and RARC codes
On April 12, CMS issued a transmittal updating the Claim Adjustment Reason Code (CARC) and
Remittance Advice Remark Code (RARC) lists and also instructs VIPs and FISS to update Medicare Remit Easy Print (MREP) and PC Print. This Recurring Update Notification applies to chapter 22, sections 40.5, 60.1, and 60.2.

CMS issues information about esMD system
On April 12, CMS issued a transmittal that features information about the Electronic Submission of Medical Documentation (esMD), which is a system that will allow providers/Health Information Handlers (HIHs) to submit medical documentation over secure electronic means.

CMS issues transmittal on DMEPOS information
On April 12, CMS issued a transmittal directs A/B Medicare Administrative Contractors, Regional Home Health Intermediaries, Carriers, and Fiscal Intermediaries to identify referral agents and send them a direct mail package containing information explaining the DMEPOS Competitive Bidding Program.

Proposed rule issued regarding physicians’ referrals
On April 10, a proposed rule was issued in the Federal Register that would revise the exception to the physician self-referral prohibition for certain arrangements involving the donation of electronic health records items and services. Specifically, it would extend the sunset date of the exception, remove the electronic prescribing capability requirement, and update the provision under which electronic health records technology is deemed interoperable.

Proposed rule issued by OIG
On April 10, a proposed rule was issued in the Federal Register that states that the Office of Inspector General (OIG) proposes to amend the safe harbor regulation concerning electronic health records items and services, which defines certain conduct that is protected from liability under the Federal anti-kickback statute in the Social Security Act (the Act).
