c. North Carolina
d. Rhode Island

The correct answer is D. Rhode Island ratified the Constitution on May 29, 1790, making it the final colony to do so. Delaware became the first to ratify the Constitution with a 30-0 vote December 7, 1787, followed quickly by Pennsylvania December 11, 1787. North Carolina became the 12th colony to ratify the Constitution November 21, 1789.
