Q: How will the OASIS-C1 reduce the burden on home health providers?

A:  The proposal would see the total number of items in the OASIS data set decrease from 114 in OASIS-C to 110 in OASIS-C1. Start of care items (95 to 91), resumption of care items (80 to 76), transfer to inpatient care items (19 to 18), and discharge items (61 to 55) are all set to be reduced in the new version. The number of items collected at recertification/FU is anticipated to remain the same, despite the deletion of M1350 at that time point, because another item (M1011) is expected to be collected for the purposes of case-mix adjustment used in the home health PPS.

Using a standard average length of 0.9 minutes per item, the Office of Management and Budget (OMB) estimates that the discontinuance of the identified items at the time points specified would lead to an overall annual reduction in burden of 837,581 hours.
