Man arrested on false claims charges

Compliance Monitor, July 6, 2011

The U.S. Attorney General's office arrested a Delaware County mental health worker accused of orchestrating a multi-year scheme to systematically submit false Medical Assistance claims for more than $181,000 in behavioral health and mental health services for children, according to a June 27 press release.

Udo Robson Umoh, age 51, 117 Barrington Road, Upper Darby, is accused of the false billing. A grand jury reports that Umoh repeatedly billed for services that he could not have provided, including times and dates when he was out of the country, seeing other patients or working at a full-time job in New Jersey.

Umoh submitted overlapping claims that showed him working with as many as three patients simultaneously, even though the services were supposedly being provided in different cities or different states, according to the press release.
