Briefings on APCs, March 1, 2008

In the 2008 OPPS proposed rule, CMS had anticipated eliminating separately payable observation APC payments. Fortunately, CMS listened to commenters and instead of eliminating separately payable observation altogether, it accepted the APC advisory panel's recommendation to replace APC 0339 with two new separately payable observation APCs called composite APCs (CAPC). CMS will generate these CAPCs when criteria are met for separate observation payment.
