GAO: DHS' post-9/11 homeland security efforts middling, at best

A report just out from the GAO says that, with the exception of maritime security, our borders aren't as safe as they could be, and certainly not as safe as some would expect after September 11. "Progress Report: Department of Homeland Security: Implementation of Mission and Management Functions," says that, since its establishment in March 2003, DHS' security since 9/11 is disappointing. Though DHS has achieved progress in developing plans and programs, it "has faced challenges in its implementation efforts."
Yes, it would seem!
The report also contains a timeline that encapsulates the many disastrous events occurring in the years since the bombing. The table,"Selected Key Events That Have Affected Department of Homeland Security Implementation," mentions the U.S. anthrax scare (September/October 2001); beginning of US operations in Afghanistan (October 2001); Aviation and Transportation Security Act signed into law (November 2001); Homeland Security Act signed into law (November 2002); beginning of US operations in Iraq (March 2003); Madrid train bombings (March 2004); and release of 9/11 Commission findings (July 2004).
