First responders' corner: U.S. ports not up to par in all-hazards functionality

A March report from the U.S. Government Accountability Office (GAO) examining risk management in U.S. ports shows a disconnect between planning for natural disasters and planning for homeland security threats. After 9/11, said the report, port management focused on such security issues as antiterrorism. But after Hurricane Katrina, ports were forced to examine more closely risks associated with natural disasters. The GAO report highlights these risks and notes weaknesses in communications, intragency coordination, and personnel management. Though some ports have greatly improved planning, there's a long way to go, says the GAO.
