Emergency communications faltered during Hawaii quake

Government officials in Hawaii are meeting with members of the private sector to hammer out plans for a more effective emergency alert system after communications faltered during last week's quake. Among the problems:

  • the state civil defense department did not send its first earthquake message until almost three hours after Sunday's 6.7-magnitude temblor.
  • residents of Kona, the heart of the quake, were recovering, citizens on the island of Oahu were struggling to get information a power outage. Callers there flooded the phone lines because they failed to get information from local stations, whose early-morning broadcasts showed prerecorded events.
  • technology glitches prevented operation of the old Emergency Broadcast System
