CMS will allow ASCs to use alcohol-based hand rub dispensers

The Centers for Medicare & Medicaid Services (CMS) will publish an interim final rule that allows ASCs to use alcohol-based hand rub dispensers (ABHRs), according to a statement from the Federated Ambulatory Surgery Association (FASA).

The amendment to the ASC Conditions of Coverage goes into effect, barring any changes, on May 24, 2005, allows ASCs to place ABHRs in various locations, including exit corridors, under four conditions:

1. The use of ABHR dispensers cannot conflict with any state or local codes that prohibit or otherwise restrict the placement of ABHR dispensers in healthcare facilities

2. The dispensers are installed in a manner that minimizes leaks and spills that could lead to falls

3. The dispensers are installed in a manner that adequately protects against access by vulnerable populations, such as residents in psychiatric units

4. The dispense are installed in a manner that reduces the likelihood of fires.

Previously, there was concern about the potential for ABHRs to serve as accelerants in the event of a fire, according to FASA's statement.
