The Senate on July 22 unanimously passed a bill that establishes a confidential, voluntary medical-error reporting system, allowing hospitals and physicians to report errors without the fear of lawsuits.

The Patient Safety and Quality Improvement Act will encourage healthcare providers to report errors, which will allow organizations to analyze them and improve care, according to the bill's sponsors, including Majority Leader Bill Frist, R-TN, Sen. Judd Gregg, R-NH, and Sen. Edward M. Kennedy, D-MA. The Senate Health, Education, Labor, and Pensions Committee approved the bill last July.

The bill will now go to conference committee to work out differences with the House version, which passed in March 2003.
