Are there any regulations regarding separation of the safety and environment of care plans and policies from the clinical and housewide policies?

Either format is OK. I've seen this work both ways. Develop a way to educate staff about any changes and where they can find the information.
What seems to work best is when the safety information has its own section in the housewide manual. This way the information is easy to find.

A consistent fallback response by staff to survey questions is, "I don't know, but I do know where I can find the information." For staff to feel comfortable with that response, they need to know where the information is, and the response to a safety query is pretty significant.

Either way, I wouldn't change horses, so to speak, any sooner than a year before survey. Unless you have a bunch of fast learners, education will probably take that long for everyone, especially to make sure staff understand.
