U.S. should focus more on terrorism prevention, experts say

An emergency response expert said last week at a homeland security conference that the U.S. should concentrate more on preventing terrorism rather than responding, according to turnto10.com, based in Rhode Island.
At the second annual New England Homeland Security conference in New London, CT, Richard Serino, chief of emergency management services in Boston, said authorities need to intercept and prevent attacks.
"Our paradigm for years in response has been tactics," Serino said. "Our new paradigm to face the homeland security challenge includes prevention and preparedness, which requires a strategic vision in tactical integration."
Different departments have to establish relationships before they work together at the scene of a disaster, he says.
