Funding saves inner-city hospital in St. Louis

Health and Human Services (HHS) Secretary Tommy Thompson approved a three-year extension of the funding project that saved ConnectCare-a failing inner-city St. Louis hospital-and converted it into an outpatient clinic to serve needy city residents.

The approval provided Missouri with $50 million over two years with the option of a third if the project can meet HHS goals for the healthcare system to be self-sufficient. HHS first approved the project in August 2002 to allow the state to redirect Medicaid funds for hospitals that treated a disproportionate number of low-income, uninsured patients to a regional funding authority.
 
The project emphasizes primary and preventive care to avoid costly inpatient services.  The plan provides low-income patients with better care while creating a more fiscally sound situation for struggling hospitals, Thompson said.
