CA investors plan surgical hospital despite moratorium

A group of physicians and investors plan to build a $40-million surgical hospital in Loma Linda, CA, which opponents say will siphon well-insured patients from community hospitals.

The proposed 28-bed California Heart & Surgical Hospital would specialize in lucrative surgical services, including cardiovascular and orthopedic operations and recovery care, according to the Los Angeles Times. Investors say the hospital would provide specialized and personalized care.

Congress created an 18-month moratorium that prevents physician-owned specialty hospitals to bill for Medicare or Medicaid services. California Heart & Surgical Hospital representatives say the hospital is exempt because it includes a one-bedroom emergency room and services such as thoracic treatment and ear, nose, and throat care.
