Medical liability reform bill fails to reach floor debate

Senate Republicans on Tuesday fell 12 votes short of the 60 votes needed for a floor debate on legislation limiting liability for obstetricians and gynecologists.

The motion to bring the bill to floor debate failed 48-45. The Bush administration supported the bill, calling it "an important step toward ensuring the nation's liability system fairly compensates those who are truly harmed, does not drive good doctors out of medicine, and increases access to quality, affordable healthcare."

Several physician groups were unhappy that the bill limited medical liability reform to obstetricians and gynecologists but viewed it as a starting point for tort reform. Senate Republicans will attempt to bring the bill up again in the future, said Majority Leader Bill Frist, R-TN.
