Report: Smallpox guidance useful, but needs improvement

A National Institute of Medicine (IOM) report released December 19 called the Centers for Disease Control and Preventions (CDC) draft smallpox readiness tools a good starting point toward assessing the nation's emergency preparedness.

But the indicators do not reflect the importance of communication and collaboration among the public health system, the health care system, emergency response personnel, and communities, the IOM report said. Including representatives from various community groups in bioterrorism planning could lead to a better-informed public, which may decrease the potential for fear and panic during an attack or other emergency, the report added.

In addition, the IOM suggested improved coordination among the federal agencies responsible for overseeing and funding bioterrorism preparation efforts, especially between CDC and the Health Resources and Services Administration. Also, the process should include the assessment of federal agencies with roles in coordinating and supporting preparedness.
