Smaller states land larger share of security funding

New York and California received the largest shares of the first $3 billion in federal homeland security funding, but the government's distribution formula also provided plenty of funds to less populated states such as Wyoming, Alaska, and Vermont, the Associated Press reports.

The biggest states received the most funding, with New York leading the way with $321 million. California follows with $304 million, and Texas was third with $183 million.

But 12 states received more funding than New York on a per capita basis. The $17.7 million sent to Wyoming works out to $36 per person, the most of any state. New York received nearly $17 per person.

Less populated states do better per capita because the federal government divided significant portions of the money into equal pieces for distribution to all states. Lawmakers from urban areas criticized the distribution, which they say doesn't consider where the threat is greatest.
