As the designated emergency management professional within your healthcare organization, you have been challenged with the responsibility to conduct a hazard vulnerability assessment (HVA). This process may seem daunting to the uninitiated and potentially frustrating to seasoned emergency management professionals. The HVA process, thus far, has been based on intuition, subjectivity, and a lack of standardization. With this in mind, the HVA process can prove to be a rewarding investment of one's time, as it assists emergency managers in the process of identifying the high risks and/or blind spots within their organization

Conducting an annual HVA is a component of the performance requirements within The Joint Commission's Emergency Management chapter. It is also strongly recommended as a performance indicator through Healthcare Coalitions. Requirement or not, the results of an HVA can enhance the emergency manager's capabilities in the analysis of the optimal cost-benefit approach to decision-making and resource allocation. It provides the healthcare organization with the baseline information from which it is better able to direct the appropriate and efficient risk mitigation efforts.
