As part of his State of the Union address on January 28, President Bush proposed a 10-year, $6 billion program that lets the government buy and distribute vaccines against bioterror agents, USA Today reports.

Dubbed Project BioShield, the program would fight smallpox, anthrax, and botulinum toxin while speeding up the development of improved drugs. Under the program, the government could guarantee drug companies a buyer for their products. This encourages companies to spend more on development of vaccines, officials say.

Under Project BioShield, the Food and Drug Administration could recommend the widespread use of treatments during a bioterrorism attack, even if the drugs or vaccines had not been approved for general use by the agency.
