HHS releases pandemic vaccine guidance

The Department of Health and Human Services (HHS) and the Department of Homeland Security have issued "Guidance on Allocating and Targeting Pandemic Influenza Vaccine." The document discusses HHS' strategy for distributing vaccine, including goals, objectives, and definitions of various stakeholders.
The guide notes that "the goal of the pandemic influenza vaccination program is to vaccinate all persons in the United States who choose to be vaccinated," but recognizes that there will be limitations to that goal in terms of pandemic severity, vaccine availability, and other factors.
