Utility refuses to restore juice to EM services in ice storm; battle ensues

Do emergency responders have the right to demand electrical power during an emergency? Does the utility have the right to say no?
Last week, emergency responders in Stoddard County, MO, were trying to get the electric company to restore power to a repeater tower that operates the district's emergency radio system and that failed in an ice storm. But the utility said "no special treatment."
And the gloves were off.
