Pandemic planning in Texas crosses cultural, geographical borders
Emergency Management Alert, January 22, 2008
Planners in Texas are preparing the U.S./Mexico border for an influenza pandemic by drawing on a workforce of bilingual community health workers. In El Paso County, just across the Rio Grande from Ciudad Juarez, Mexico, workers called promotores offer outreach for numerous public health programs in border communities, not only for pandemic planning but for other health issues, such as tuberculosis.
This story comes to use from the Center for Infectious Disease Research and Policy (CIDRAP) at the University of Minnesota. In that January 14 article, CIDRAP said that agencies in El Paso County--where 77% percent of residents are Hispanic/Latino, and most residents speak Spanish at home--promotores hold district training programs that include "innovative coursework" on pandemic influenza to further their roles in protecting their communities. "Planners also hope that the use of promotores will surmount several of the economic, political, and linguistic challenges to preparedness in the region," reported CIDRAP.
