APTA testifies in front of Congressional committee

Representatives from the American Physical Therapy Association (APTA) testified in front of the House Energy and Commerce Committee last week urging Congress to take action on several fronts that would affect physical therapy services.

The testimony urged Congress to

  • support HR 6132, which would extend the therapy cap exception process for another year
  • submit a plan for replacing the substantial growth rate payment system with a new system that accounts for volume control and quality care
  • establish pilot programs to determine alternative ways to improve payment for therapy services using patient assessment instruments
  • fix the Resource Based Relative Value Fee Schedule that could result in a 6% reduction in payments for PTs in 2007

Despite the APTA's testimony, Congress has yet to make any decisions for PT in the upcoming year and will not be able to until after the November elections.
