CMS outlines performance-based payment for SNFs

Rehab Regs, September 30, 2005

Medicare officials revealed ideas this week for a demonstration project next year to evaluate performance-based Medicare payment incentives for skilled nursing facilities, reports PT Bulletin Online. CMS explained the proposed design of the demonstration under which financial incentives would be provided to nursing homes that meet certain standards for providing high-quality care.

The agency anticipates that 150 to 200 facilities in three to four not-yet-identified states will participate in the three-year evaluation. Potential performance indicators include measures based on the Minimum Data Set, outcomes from state survey inspections, staffing levels and stability, rate of avoidable hospitalization, process measures, quality of life measures, and resident satisfaction. Incentive payments would be given to reward facilities for outstanding performance and to those that improved quality significantly.
