IDEA reauthorization becomes law

As members of Congress reconvened to wrap up their post-election "lame-duck" session, President Bush signed into law the Improving Education Results for Children with Disabilities Act (IDEA) of 2003 (H.R. 1350) after months of negotiation, according to PT Bulletin Online. The American Physical Therapy Association (APTA) and other organizations pressed legislators to complete action before adjourning that would provide full federal funding for IDEA programs and ensure that physical therapy and other related services are provided by qualified personnel, according to the Bulletin. While the bill does not provide for the funding APTA would have liked, IDEA advocates are happy the act was passed before year's end.
