Therapy cap moratorium effective immediately

The therapy cap moratorium, part of the Medicare reform package passed by Congress shortly before the Thanksgiving holiday, became official as President Bush signed the bill into law on December 8. The legislation immediately restored a moratorium preventing the enforcement of the $1,590 therapy caps through 2005. The bill will also prevent a scheduled 4.5% decrease in Medicare payments to physical therapists and other providers under the Part B fee schedule effective January 1, 2004 through 2005. Additionally, the bill also requires the Medicare Payment Advisory Committee (MedPAC) to assess the impact of providing Medicare beneficiaries with direct access to physical therapists, as well as considerable regulatory reforms and payment increases for physical therapists and other providers in rural areas.
