Proposals could mean double whammy for NJ rehab access

New Jersey rehab providers could face a potential change in the local medical review policy, proposed by Riverbend, a New Jersey fiscal intermediary, that would create more stringent criteria for physicians to consider before ordering inpatient rehabilitation services for patients. Senior citizens in New Jersey may also see their access to rehabilitation services restricted by proposed changes to the so-called "75% rule," which would place stricter limits on the types of patients eligible for inpatient rehab services. The Centers for Medicare and Medicaid Services is considering a January 1, 2004 implementation date despite protests from industry and government representatives. Opponents believe the changes would negatively affect the care available to seniors suffering from severe arthritis, hip fractures, knee replacements and, in many cases, strokes. According to the U.S. Newswire, the two proposals have the potential to affect over 20,000 New Jersey patients annually and could lead to a 50 to 75% reduction in admissions.
