Congress passes child healthcare bill again

Congress voted last Thursday to provide health insurance to an additional 4 million lower-income children, and President Bush promised to cast another veto on the issue, the Associated Press reports.

The legislation cleared the Senate with a vote of 64-30. Although it passed the House last week, supporters did not have the two-thirds majority required to override Bush's threatened veto.

The bill would add an estimated 4 million children to a program that, currently, provides benefits to about 6 million children from families who cannot afford private insurance but earn too much to qualify for Medicaid.

The bill, which would cost about $35 billion, would be paid for through an increase in tobacco taxes, including a 61-cent rise on a package of cigarettes, according to the Associated Press.
