Medicare Update for CAHs, June 29, 2011

CMS instructs on CAH optional method

On May 27, CMS issued a transmittal to instruct contractors on the CAH optional method election for outpatient services. CMS clarified that if a CAH has elected the optional method in its most recent cost reporting period beginning before October 1, 2010, or chooses to elect the optional method on or after October 1, 2010, that election will remain in place until it is terminated.

Effective date: October 1, 2010
Implementation date: October 3, 2011

CMS publishes correction to IPF PPS update

On June 3, CMS published in the Federal Register a correction to its previously issued rate year update for the inpatient psychiatric facility prospective payment system (IPF PPS).

CMS publishes Medicaid HCAC final rule

On June 6, CMS published in the Federal Register a rule to finalize a payment adjustment for provider-preventable conditions, including healthcare-acquired conditions (HCAC), under Medicaid. CMS had previously released the rule for public inspection.

June 1 Hospital Open Door Forum Summary

Section 1011 program

A CMS representative gave the audience a reminder about the Section 1011 program, the federal health services reimbursement program for undocumented aliens, saying that Mississippi has exhausted its 1011 allocated funding. In addition, the representative encouraged the audience to review the Highmark Medicare Services web site to keep track of the status of funding and funding requests for the program: www.highmarkmedicareservices.com/section1011

Hospital wage index

A CMS representative told the audience that July 1, 2011 is the deadline for hospitals to submit their data for the 2010 hospital wage index occupational mix survey. This survey must be completed by all hospitals paid under the IPPS. The survey and instructions can be accessed here: http://www.cms.gov/AcuteInpatientPPS/WIFN/list.asp#TopOfPage

Self-administered drugs

A CMS representative discussed with the audience a question posed at the last hospital open door forum on whether the self-administration of drugs to a hospital outpatient is a covered service. The representative, covering manual citations, explained that it is not a covered service.

HHS posts disclosures, EHR certification rulemaking

On May 31, HHS published in the Federal Register two proposed rules related to accounting of disclosures under the Health Information Technology for Economic and Clinical Health Act (HITECH) and the permanent certification program for EHR technology.
