On July 2, CMS published the OPPS Proposed Rule for 2011 ahead of anticipated timeframes. The rule contained a much awaited discussion and proposal on supervision of therapeutic services covered under the “incident to” provision in hospital outpatient departments. This was a “quiet year,” so to speak, and there were few other changes — none with the potential operational impact of this new proposal — so I will focus on it.
