A report released last week proposes a plan to save Americans $1.5 trillion in healthcare costs over the next ten years, while also providing coverage for the uninsured and improving healthcare quality, according to the Los Angeles Times.

The report was prepared by the Commonwealth Fund, a New York-based research group, and is intended to offer options for the upcoming president to consider, merging the ideas of several top political candidates.

There is a total of 15 major proposals contained in the report-many of which are bound to cause some controversy, the Los Angeles Times reports.

The proposal claims the healthcare system could save $88 billion over the next decade by minimizing the paperwork that clogs the healthcare system. It also predicts savings from compensating doctors and hospitals based on quality of care rather than on volume of tests and procedures.

The savings stated in the report were estimated by the Lewin Group, a healthcare consulting firm for businesses and government, according to the report in the Los Angeles Times.
