Democratic leaders in Congress said last week they would send the children's healthcare expansion bill to President Bush regardless of another veto threat, according to Reuters.
The bill was passed at the end of October. The most recent bill passed in the House but was short of the two-thirds majority that would indicate a veto override.
The children's healthcare bill would provide health insurance to about 10 million children whose families are unable to afford private insurance yet earn too much to qualify for Medicaid. The cost of the new healthcare program would be covered by a raise in cigarettes and other tobacco taxes.
