Does an applicant's review of recommendation letters affect the content of the letters?

Researchers at the Michigan State University looked at how the Family Education Rights and Privacy Act (FERPA) may affect the content of letters of recommendation that candidates submit with their application materials. FERPA gives residents the right to view letters of recommendation, and they must indicate whether they waive this right.
Researchers looked at the letters of recommendation submitted in 2005 to 2006, applicants’ FERPA declaration, and a letter of recommendation assessment used by the program to score the applicants letters. They determined that most applicants waive their right to view the letters of recommendation and that decision did not influence whether letter of recommendation authors indicated more positive or negative reviews of the candidates’ performance, nor did their decisions impact how programs ranked their letters of recommendation.
