HHS unveils pandemic preparedness plan

The U.S. Department of Health and Human Services (HHS) released an almost 400-page plan earlier this month on how governments and the public can prepare for and respond to the onset of pandemic influenza. The preparedness plan has been developed with recognition that worldwide outbreaks of influenza have caused millions of deaths three times in the last century, and that another such event is bound to occur.

The plan establishes a "doctrine" for planning and response to disease that depends on strong coordination among government and private sector partners at all levels. Other key principles of the plan call for informing the public and stockpiling adequate supplies of vaccines and antiviral drugs.
