MA split between mandated ratios and designation

The Massachusetts Nurses Association is seeking legislation to impose state-mandated staffing ratios, hoping to remedy current understaffing conditions and increase recruitment and retention in the state's hospitals. The proposed bill limits the nurse-to-patient ratio that hospitals assign to nurses. Supporters say that the law promotes safer conditions for patients and nurses. But groups such as the Massachusetts Hospital Association (MHA) and the Massachusetts Organization of Nurse Executives oppose state-mandated staffing ratios. These associations say that there is insufficient evidence for the legislature to determine safe nurse-to-patient ratio formulas across various hospital settings. The MHA prefers alternative approaches to mandated ratios, such as establishing voluntary staffing plans, disclosing nurse-to-patient ratios to the public, and pursuing the ANCC Magnet Recognition Program® designation. Senator Richard Moore (D) also supports the movement for more hospitals to apply for designation, which recognizes excellence in nursing and quality of care.
