News spotlight: Nurse staffing bills grab spotlight in Massachusetts

Who is responsible for safe nurse-to-patient ratios? Nurses? The government? That's the battle now being waged in Massachusetts.
Two clashing nurse staffing bills are causing conflict in the Bay State, both with hopes of helping to remedy the nursing shortage. The House bill, which was approved in May, would give the Department of Public Health (DPH) the responsibility of assigning nurse-to-patient ratios. The opposing Senate bill, which was approved last week, would utilize nurses' opinions in the creation of staffing plans at their hospitals. It would also allow the DPH to audit and penalize those facilities that do not abide by their staffing plans.
The decision regarding whether either bill will be passed will now go to a legislative conference committee.
