Creating shared governance bylaws

Hamot Medical Center in Erie, PA--an organization pursuing ANCC Magnet Recognition Program® (MRP) designation--took its time to create its shared governance bylaws to ensure they represented its nursing strategic plan. "Our nursing strategic plan consists of Hamot's vision, mission, and core values," says Karen Dishinger, MSN, RN, MRP coordinator. "During the process for developing our nursing bylaws, the strategic plan set a foundation for what we wanted the bylaws to say."
The following is an example the patient safety and quality council bylaw at Hamot Medical Center:
The patient safety and quality council shall consist of the chair from each unit in addition to the leaders of the housewide council. Appropriate administrative representation will also be appointed for the purpose of mentoring.
Patient safety and quality council duties include the following:
- Enhance awareness of specific hospitalwide and unit-based initiatives related to keeping patients safe and well cared for
- Monitor quality assurance reports and provide recommendations for improvement
- Review and evaluate performance improvement activities, indicators, and trends
- Address unit-specific quality assurance activities through unit-based councils, including the support of identified corporate goals related to core measure compliance, falls, infections, etc.
- Organize a combined quarterly report of all performance improvement activities and submit report to the nursing leadership council
- Improve patient care through specific, monitored improvement activities
