The Rochester Health Commission in New York closed November 30, 2005, but will return as a not-for-profit group and build the Rochester Regional Health Information Organization, The Rochester Democrat & Chronicle reports.

Trustees closed the 10-year-old commission, which was "plagued by recent financial problems and claims of inefficiency," because they could not obtain local funding to continue, according to the Democrat & Chronicle. The regional health information organization (RHIO), which "is still in its infancy," will serve a nine-county area.

Mike Howard, who is serving pro bono as the commission's acting general manager, told the Democrat & Chronicle that he hopes to operate the RHIO within 18 months in some hospitals, labs, radiology groups, and physician offices.

The commission has applied for a state grant of more than $8 million and a $500,000 national grant. Also, Excellus BlueCross BlueShield, Rochester Region, will donate $500,000 if the commission raises the rest of the money, the Democrat & Chronicle reports.
