CMS releases VBP paper

The Centers for Medicare & Medicaid Services recently released an issues paper on a draft plan for physician services to transition to a value-based purchasing program (VBP). Under the Medicare Improvements for Patients and Providers Act of 2008, section 131, the Secretary of the Department of Health and Human Services will present a plan to shift from Medicare’s fee-for-service payment system to VBP, which rewards physicians and other professionals for quality performance. CMS’s paper outlines the following goals and objectives:
- Promote evidence-based medicine
- Reduce fragmentation of care
- Encourage effective management of chronic disease
- Accelerate adoption of health information technology, including electronic health records
- Empower consumers to make value-based healthcare choices
In May 2010, the Secretary will submit a report to Congress with recommendations on the VBP plan for legislation.
