Patient transfers get scrutiny from OIG, CMS

Contemporary Long-Term Care Weekly, July 5, 2007

Following a pointed report from the Office of the Inspector General (OIG), CMS has promised greater oversight on the movement of residents between acute settings and skilled care settings, with special attention on hospital readmissions.

The OIG's report cited quality-of-care difficulties for 35% of transfer patients, including fragmentation of services. Issues stemming from unnecessary or inapprorpriate admissions, discharges, and treatments plagued 11% of transfer patients. The OIG also could not make proper assessments on one-fifth of all cases studied because the documentation was reportedly in arrears.

CMS has since called for more vigilant monitoring to prevent fragmentation of services and issues with patient transferring in general. The OIG's full report, entitled "Consecutive Medicare stays involving inpatient and skilled nursing facilities," is available at http://www.hcpro.com/content/75053.cfm.
