Contemporary Long-Term Care Weekly, August 6, 2009

Recently released in the Federal Register Online, CMS announced the resolicitation of private, for-profit demonstration proposals for the Program of All-Inclusive Care for the Elderly (PACE). Agencies planning on submitting a proposal to be in the PACE demonstration, which is a three-way partnership between CMS, the state, and a specified PACE organization, must do so by July 26, 2010.

Under PACE, a Medicare program that provides community-based care to people over the age of 55 and others living with disabilities, an individual is able to receive fully capitated medical services in an adult day health center. The program also allows for in-home care, in addition to prescription drug coverage, transportation, hospital visits, and nursing home stays when necessary. To be eligible for PACE, an individual must be certified to require nursing home care, however, only 7 % of PACE participants are nursing home residents, according to the National PACE Association.
