Assessment reference dates under MDS 3.0

Under the MDS 3.0, several resident interviews can be conducted the day after the Assessment Reference Date (ARD) is set.
According to the most recent MDS 3.0 draft, these four interviews must be completed the day before, the day after, or the day the ARD is set:
• The Brief Interview for Mental Status (BIMS) in Section C, Cognitive Patterns
• The PHQ-9 interview for Mood in Section D, Mood
• Preferences for Customary Routines and Activities, Section F
• Pain Assessment Interview, in Section J, Health Conditions
Numerous readers have posed this excellent question: if the ARD ends the assessment period, how can resident interviews under the MDS 3.0 be conducted the day after the ARD?
By allowing interviews to be conducted the day after the ARD, the MDS 3.0 draft contradicts the prevailing concept that the ARD ends the assessment period. CMS has not yet answered why interviews may be conducted the day after the ARD is set.
