The SNF PPS and consolidated billing proposed rule for fiscal year (FY) 2009. In May, CMS published the proposed rule for FY 2009, and without a sudden turnabout, SNFs are facing an FY 2009 negative adjustment to their Medicare Part A payments.
The FY 2006 switch from a 44-group resource utilization group (RUG) model to a 53-group model is the culprit, CMS officials said.
