Proposed rules to provide Medicaid design flexibility

States could expect more flexibility in designing a Medicaid program under two newly proposed rules, according to a CMS press release. The rules would help states design a benefits package to meet the needs of beneficiaries. This would also increase the cost sharing by enrollees. The two rules would fall under the Deficit Reduction Act of 2005 and the Tax Relief and Health Care Act of 2006. "These new rules recognize that states are in the best position to design plans that provide Mediciad beneficiaries better healthcare for the same or even lower cost," said Health and Human Services Secretary Mike Leavitt.
